A great working definition of OER can be found on the Hewlett Foundation website. This foundation has been instrumental in the development of today's OER movement. The Hewlett Foundation defines OER simply:
"Open Educational Resources are teaching, learning, and research resources that reside in the public domain or have been released under an intellectual property license that permits their free use and repurposing by other. OER include full courses, course materials, modules, textbooks, streaming video, texts, software, and any other tools, materials, or techniques used to support access to knowledge."
